    We are looking for a passionate and experienced community champion to support the development of the Cumbria sustainability network as directed by its members. This work forms part of the most extensive programme of climate action ever seen in the county, led by the Zero Carbon Cumbria Partnership and funded by the National Lottery.

    You will act as an advocate on behalf of the network and ensure that there is a strong community voice, real influence and active community involvement in all aspects of the Zero Carbon Cumbria Partnership. You will also use your strong networking and communications skills to help community sustainability groups establish meaningful relationships with local authorities and other organisations to ensure that there is community representation in decision making and policy development.

    You will work with community groups to ensure that they benefit from a range of advice and support which enables them to take a lead in tackling climate change. You will also promote and manage a £100,000 fund to help groups take climate action.

    Job Description-CSN Coordinator Zero Carbon Cumbria

    EMPLOYER: Cumbria Action for Sustainability (CAfS) on behalf of the Cumbria Sustainability Network.

    LOCATION: Eden Rural Foyer, Old London Road, Penrith, CA11 8ET with travel to meetings and events in other Cumbria locations, when Covid-19 restrictions allow. Homeworking beyond Covid-19 may be possible by agreement.

    REPORTS TO: Zero Carbon Cumbria Project Manager.

    HOURS: 30 hours a week (4 days). Flexible working hours.

    SALARY RANGE: £23,000 – £27,000 per annum full-time equivalent (£18,400 – £21,600 for the 30-hour week), depending on skills and experience.

    DURATION: Fixed-term contract from April 2021 to end Dec 2025 (4.75 years).

    Now in our 23rd year, CAfS is an award-winning charity with a team of more than twenty highly skilled staff, working with a pool of specialist contractors and volunteers to deliver around 20 low-carbon projects each year. CAfS showcases low-carbon living, energy-efficiency improvements, renewable technology and reduced use of fossil fuels, both on a domestic scale and in the community. It is the first point of reference in the county for information on sustainability. CAfS is a dynamic, proactive and responsive organisation delivering projects that drive real change towards a low-carbon future.

    THE CUMBRIA SUSTAINABILITY NETWORK (CSN):

    The Cumbria Sustainability Network was established as an informal initiative in 2008 by Sustainable Brampton and a number of other groups including Killington & District Sustainable Energy Trust, Sustainable Energy Network Staveley, Cumbria Action for Sustainability, Riversmeet (Cockermouth), Sustainable Carlisle, Towards a Community Transition and Ambleside Climate Change Forum. The groups involved have a wealth of knowledge and experience of a wide range of environmental issues and have a particular interest in encouraging individual and organisational behaviour change to help achieve zero-carbon emissions goals and other environmental objectives.

    BACKGROUND TO THE ZERO CARBON CUMBRIA PROJECT:

    Cumbria Action for Sustainability is co-chair of the Zero Carbon Cumbria Partnership (ZCCP), which involves more than 70 organisations spanning the public, private and third sectors, with the aim of delivering a coordinated partnership emission reduction programme to bring about a zero-carbon Cumbria by 2037.

    CAfS has been awarded £2.5 million from the National Lottery’s Climate Action Fund, on behalf of the ZCCP, for a five-year Zero Carbon Cumbria project. Eleven of the organisations in the ZCCP will be involved in directly delivering community projects, as part of the lottery funded project.

    The lottery funded project will tackle some of the main sources of carbon emissions in Cumbria, with a particular focus on food, energy generation and the goods we buy. People who live, work and study in Cumbria will be able to take advantage of a whole range of opportunities to cut their own carbon footprint and that of their communities, playing their part in global actions to stop climate change. The community projects have been devised by community organisations and chosen because of their wide benefits to local people.

    One of these community projects is focused on supporting the development of the Cumbria Sustainability Network, offering county-wide support to community groups, many of which are volunteer led, facilitating knowledge sharing and peer mentoring and ensuring that there is a real community influence both in the Zero Carbon Cumbria Partnership and more widely in any decision-making that impacts emissions throughout the county. Community groups will be delivering projects, events and training across the county, and championing community-led emission reduction. There will also be a £100K grant fund to help groups take climate action.

    MAIN PURPOSES OF ROLE:

    • To support the development of the Cumbria Sustainability Network (CSN) as directed by its members.
    • To act as an advocate on behalf of the network and ensure that there is both a strong community voice and real influence in all aspects of the Zero Carbon Cumbria Partnership.
    • To ensure that community groups benefit from a range of advice and support, enabling them to take a lead in tackling climate change.
    • To manage a £100K grant fund to help fund community action on climate change.

    KEY AREAS OF RESPONSIBILITY AND MAIN TASKS:

    Increasing community influence, involving community groups and ensuring that community voices are both heard and acted on.

    • Act as a champion for the skills, knowledge and abilities of community groups.
    • Support the development of the Cumbria Sustainability Network (CSN) as directed by its members. This will involve working with them to prepare and implement an annual workplan covering tasks such as: attracting new members, maximising media impact and collective influence, undertaking research, coordinating funding proposals, helping to coordinate a web presence and/or helping the CSN to become more formally established.
    • Provide secretarial support for CSN activities such as organising meetings, circulating agendas, preparing minutes, etc.
    • Ensure CSN members are kept informed of relevant projects, policies and decisions in the county that affect carbon emissions.
    • Represent and act as an advocate for the CSN at Zero Carbon Cumbria Partnership and other meetings as requested.
    • Work with the ZCC Local Authority Climate Coordinator to transform relationships with local authorities and other organisations who can have an impact on Cumbria’s emissions to ensure communities are equal partners in policy development and decision-making.
    • Ensure that community sustainability groups are involved in and influence all aspects of the Zero Carbon Cumbria Programme. This will involve:
      • Ensuring that there are opportunities for community groups to be involved in the main partnership meetings.
      • Identifying suitable individuals from community groups who could act as community representatives on various groups and topics.
      • Working closely with the ZCC Events and Training Coordinator to help organise a programme of events and training across the county delivered jointly by ZCCP and local sustainability groups.
      • Using knowledge of community groups, their skills and abilities to identify opportunities for these groups to be involved in other aspects of the ZCC programme such as citizens’ juries and the county-wide citizens’ assembly.
      • Working closely with the CSN to ensure that members inform and influence the support provided to community groups through the lottery funded project.

    Advice and support for community groups

    • Provide effective advice and support to community groups across the county covering topics such as:
      • Access to training
      • Signposting to funding
      • Running events
      • Youth engagement
      • Influencing organisations that have a significant impact on emissions
      • Communications, especially with new audiences and hard to reach groups
      • Signposting to exemplar projects from within Cumbria or other parts of the UK, which could be replicated in their area of interest
    • Promote and manage a £100K central grant funding pot, to help grassroots community sustainability groups take effective climate action as follows:
      • Ensure the objectives and priorities of the Cumbria Sustainability Network are reflected in the allocation of this funding
      • Help groups to apply for funding for training, learning resources, events and local activities
      • Manage the grant making process
      • Provide feedback to applicants
      • Provide ongoing support to successful applicants
      • Monitor and report progress
    • Identify and facilitate support for two innovative and exemplar community energy projects and use an additional central grant pot of £60K to support the development and implementation of these projects.
    • Help community groups build their capacity for monitoring and evaluation.

    Sharing learnings, knowledge and best practice

    • Map the knowledge, skills and experience of community sustainability groups across Cumbria.
    • Ensure that there are effective mechanisms in place for sharing and promoting expertise widely, whilst recognising that many groups are made up of volunteers.
    • Facilitate the two-way sharing of learnings and best practice between community groups based in Cumbria and other parts of the UK.
    • Facilitate partner and community networking and use a central fund to cover transport, accommodation and time costs.

    Monitoring and reporting

    • Help community groups monitor and evaluate their activities.
    • Monitor progress and submit quarterly reports to the Zero Carbon Cumbria Project Manager.
    • Collate activity, outputs and outcomes data to feed into the Zero Carbon Cumbria monitoring and evaluation framework.

    Other

    Anyone who follows the things we like to get up to here at CAfS may remember around about a year ago, we put out an appeal for electric vehicle (EV) owners on this very site.

    Our request was aimed at anyone who has experience owning an EV to give us a hand in some focus groups all concerned around the oncoming revolution in our personal transport. These focus groups and meetings were going to take place all over the county and even include a spot of lunch.

    Well, we all saw how that went.

    2021 is a fresh year though and after a rethink, we’ve come up with a revised plan for our purpose of exploring EV technology. Happily enough, step 1 is identical to last year’s process.

    We’re asking anyone with an EV to make themselves known to us as someone willing to give-up a small amount of time for some informal chats about their purchase. We’ll be conducting discussions over Zoom with an aim of discussing the experience honestly, performing all necessary myth-busting and raising concerns that have yet to be heard by those uninitiated to the EV world.

    We’ll tackle topics like:

    • What’s it like to drive an EV?
    • Will I be able to drive to work and back on one charge?
    • Where can I find public chargepoints?
    • What happens if the battery gets wet?

    Depending on the number of people who are keen to volunteer, this will most likely only involve an hour or so every few months so the time commitment is minimal. The help it will afford us though, will be anything but.

    CAfS is recruiting 20 volunteers across Cumbria to help us deliver a brand-new programme to boost knowledge about climate science and solutions and inspire people to take action in their own lives, funded by the Emergence Foundation.

    Volunteers will run interactive sessions for their local communities, ranging from short ‘climate crash course’ sessions to conversation cafes.

    By raising awareness and understanding about climate change, you’ll empower people to act and play their full part in bringing about a zero-carbon Cumbria.

    You’ll receive comprehensive training to deliver these sessions in your community, and you’ll have the full support of our training coordinator. The sessions will be delivered online via Zoom, given the current pandemic restrictions.

    It’s a fantastic opportunity for you to develop new skills, as well as bringing benefits to your community and playing a really important part in tackling climate change.

We manage and deliver events, advice, training and practical projects across the county as well as providing specialist consultancy services to enable individuals, communities, businesses and local authorities to drive a shift towards a zero-carbon Cumbria.

    CAfS is an award-winning charity with a team of seventeen highly skilled staff, working with a pool of specialist contractors and volunteers to deliver around 20 major, transformational low-carbon projects each year. CAfS is the leading organisation in Cumbria showcasing low-carbon living, energy-efficiency improvements, renewable technology and reduced use of fossil fuels, both on a domestic scale and in the community. Now in our 22nd year, CAfS is the first point of reference in the county for information on sustainability. CAfS is a dynamic, pro-active and responsive organisation, continually striving to deliver effective projects that make an impact and drive real change towards a low-carbon future. As such, we continually initiate, scrutinise, refine and launch new projects, accessing funding from a variety of sources or earning income from delivering specialist services.

    About this project

    CAfS will recruit and train a brand-new network of twenty community trainers to run a widespread programme of events on climate science and solutions across Cumbria, supported by a training coordinator. This exciting project is possible thanks to funding from the Emergence Foundation.

    We are hoping that the 20 volunteer trainers, between them, will train or run events for a total of 400 people over the life of the project, so that they will develop a sense of agency and responsibility through having a much better understanding of the causes of, and solutions to, the climate crisis. This will ultimately benefit the environment through action taken to reduce emissions and tackle climate change.

    A training package of information and interactive exercises is being developed and the network of trainers will be supported in a variety of ways to deliver this training to those they wish to influence, including businesses, councils and other organisations.

    In addition to this, five other individuals will also be supported to become open home event hosts to showcase sustainable living, renewable energy and other solutions to support community knowledge sharing.

    Main purpose of role  

    To work with the CAfS Community Carbon Literacy Coordinator as part of a team of volunteer community trainers to run a widespread programme of events, training and facilitated discussions on climate science and solutions across Cumbria.

    Trainers will identify groups within their own communities to work with, as trusted messengers, and as such will be able to support a step change in the understanding of and attitudes towards climate change solutions across Cumbria.

    Key areas of responsibility  

    • To keep own knowledge of climate change and emission reduction measures up to date.
    • To prepare for courses and events by becoming familiar with resources and attending any train-the-trainer training provided by CAfS.
    • To run events, training or facilitated conversations with own chosen audiences and to engage the participants effectively (online for at least the first few months).
    • To deliver sessions using CAfS materials where appropriate, or develop these materials further where needed.
    • To gather data, both quantitative and qualitative, to enable monitoring and evaluation of the project by the coordinator.
    • To evaluate the sessions you deliver and to share your learning with the team of volunteer trainers.
    • To share any adaptations in resources for specific groups that might support other trainers.

    Main tasks

    • Identify groups and organisations that would like to take part in climate science and solutions training. This initially will include sustainability groups across Cumbria. We want volunteer trainers to be able to deliver this training to groups across Cumbria throughout 2021 and beyond.
    • Work with other community trainers and the Community Carbon Literacy Coordinator to share resources to deliver training.
    • Deliver training sessions in the community to groups and organisations.
    • Provide peer support, and share lessons learned with the pool of volunteer trainers.
    • Help to evaluate sessions for impact.

    Skills, abilities and attitudes required  

    • A basic understanding of climate science and ways to reduce carbon emissions. A free full day’s accredited Carbon Literacy training session will be offered to build on existing knowledge.
    • Confidence, or a desire to build confidence, in public speaking, running events or training.
    • Good communication and interpersonal skills, including dealing with difficult situations and conflicting views.
    • A non-judgemental attitude and an understanding that there are a range of views around action on climate change.
    • Willingness to deliver these training sessions using online platforms. Support will be given.
    • Willingness to engage with CAfS training on science and solutions, and also on how to engage with different audiences.

    What you will gain from carrying out this role

    • The chance to be part of a structured and supported network of people who can learn from each other. Social opportunities, including forums, a buddying system, group and one-to-one chances to get the tailored support you need to enjoy and make a difference in this role.
    • Increased skills and abilities in delivering climate science and solutions training.
    • Improved confidence and empowerment through opportunities to be mentored during the process.
    • The opportunity to have costs met to enable you to deliver the training, for example Microsoft Office subscription, Zoom Pro accounts or a webcam.
    • A free full-day accredited Carbon Literacy training session.
    • The opportunity to build skills and experience that could support a future application to be a paid freelance carbon literacy trainer.

    Timescales and time input  

    The sessions will be delivered from March to September 2021, but being able to sustain the training beyond this time will be valuable.

    Starting from March, we would like you to run at least a session every 2 months. This could be an hour or 90-minute session or a quick climate conversation café session.

    Two free online events will welcome many Cumbrians into the new year with the chance to improve the energy efficiency of their homes and businesses.

    The two webinars are being hosted by Cumbria Action for Sustainability (CAfS) in partnership with South Lakeland District Council (SLDC) but are open to anyone who feels that they could benefit from the advice on offer.

    The first of the two events, Heat pumps for homeowners is taking place on 19 January at 6:30pm and is focused on the user experience of domestic heat pumps.

    A heat pump is a device that transfers heat from a source (such as the air, ground, or water) to another location and they have been known for hugely increasing energy efficiency in a domestic setting.

    Independent research has been undertaken on behalf of CAfS by Jessica Scott speaking with individuals who have had some experience with the technology. Whether they decided against it, are still considering, or have completed installation, individuals from the study will discuss the outcome on the webinar.

    Low Carbon Communities manager at CAfS Molly Hogg said: “Navigating technologies like this can be extremely confusing for homeowners, especially when money is concerned.

    “That’s why events like this are so important. They equip as many people as possible with the facts and the experiences of their peers to help them make the most informed decisions for their own home”.

    The second event, Reducing the carbon output of your business is being held on 26 January at 10:00am and is directed at business owners who are unsure of how they can make their practices more environmentally friendly.

    It will provide inspiration, guidance and support for our local traders to do their part in the fight against catastrophic climate change in a sustainable way that is conducive to business practice.

    Joining the webinar will be representatives from Green Small Business, The University of Cumbria’s Eco Innovation team, the Lake District foundation, and Langdale Leisure- a business that has already made huge changes to reduce its environmental impact.

    Councillor Robin Ashcroft, Portfolio Holder for Economy, Culture and Leisure, said: “Businesses in South Lakeland are renowned for the innovation and sense of community involvement and responsibility and will play a key role in responding to the climate emergency and building a more sustainable future.

    “I urge any business looking for inspiration, guidance or support on how to play their part take part in this training.”

    The events are part of a larger package of support being provided by CAfS in association with SLDC as part of their strategy to deal with the ongoing threat posed by the climate emergency.

    Councillor Dyan Jones, SLDC’s Portfolio Holder for Climate Change and Localism, said: “Thinking globally and acting locally is key to everything we want to achieve through our Climate Change Action Plan.

    “Working together is the only way we will achieve meaningful carbon reduction and combat the effects of climate change – and these training sessions provided by CAfS with support from SLDC is an excellent example of that.”

    There’s been a lot going on behind the scenes with our work on the Fellfoot Forward Landscape Partnership Scheme, so, as 2020 draws to a close, we thought it was about time to give you a glimpse behind the curtains!

    The scheme is led by the North Pennines AONB Partnership and funded by the National Lottery Heritage Fund and it aims to conserve, enhance and celebrate the natural and cultural heritage of the Fellfoot area of north-eastern Cumbria. CAfS is one of the partners delivering aspects of the scheme, led by Roe Baker. Not surprisingly, the Coronavirus pandemic has led to a few changes in what we’re delivering and how, including some exciting new opportunities. Here’s what Roe has been working on…

    Building sustainability into the heart of the scheme

    One of the strengths that CAfS could bring to the scheme was making sure that sustainability was threaded through all aspects of it, with future generations very much in mind. As part of this ‘Future Fair’ element, CAfS has now developed sustainability guidance checklists, which sit within the frameworks (pacts) for different aspects of the scheme – Fellfoot community, community heritage buildings and environmental grant applications. There are also checklists for running events and for core activities, covering everything from sourcing trees to transport and catering. The aim is to encourage sustainable low-carbon delivery across the four-year programme.

    Land-based carbon – calculation and methodology

    Managing land in a way that stores carbon and benefits nature is hugely topical, given the UK’s strategies to reduce carbon emissions and protect and restore nature, and the changes to farming subsidies that are on the way post-Brexit.

    With 85 farms in the Fellfoot area, the Fellfoot Forward scheme has a role to play in helping farmers and landowners to make the transition to carbon- and nature-friendly land management.

    CAfS will be helping to arrange two events initially – one for land-based environmental organisations and one for farmers.

    Support for farmers

    Working to the farming calendar, we are organising an online event early next year in partnership with the Farmer Network, looking specifically at soil health and carbon sequestration on upland farms. As part of this, we want to explore an existing toolkit for assessing the carbon footprint of farms, looking at some of the limitations of it for upland farms.

    The Farm Carbon Toolkit is the one we are exploring, but it was developed using data from farms in Devon, which are very different to farms in the Fellfoot area. The nature of the toolkit means the results for northern upland farms could appear unduly poor in comparison. We’re conscious these limitations could discourage farmers from using it. It does also raise questions about managing uplands for carbon sequestration and what this may mean for future farm payments that use carbon credit data, so it’s an important issue for us to explore.

    Our aim is to follow up this event with one-to-one support for farmers who are interested in running the carbon toolkit as a pilot. Data could then be shared with the Farm Carbon Toolkit developer, such as our general observations, any practical issues we find in sourcing the data to input and any anomalies while inputting. We’ll also share our analysis of the results and data on upland farms, including soil type, wetter conditions, shorter growing seasons, and growing grass as a main crop as opposed to longer-rooted nitrogen fixers and arable crops.

    Our aim is to hold the initial event in February 2021, ahead of the lambing season.

    Liaising with land-based organisations

    We’re aiming to bring together a range of organisations with a stake in land management in the Fellfoot area.

    We’re just at the early stages of this. We’re currently aiming to hold a programme of relevant presentations and discussion forums on themes such as the Peat Carbon Code, Woodland Code and Forestry Standard, for example, in late summer 2021.

    Future Fair youth engagement

    A very important part of the ‘Future Fair’ element of the Fellfoot Forward scheme, mentioned above, is bringing the voice and influence of young people into the programme. CAfS is helping to achieve this through the established network of youth delivery within the Fellfoot area and surrounds, working with Eden and Carlisle Youth Councils, Cumbia Youth Alliance and Carlisle Youth Zone.

    The aim is to raise the voice of young people living within the Fellfoot area, to understand their priorities, training, education and future employment needs and to promote and maximise access to opportunities within the Fellfoot programme – ideally to develop youth reporting and youth representation on the Fellfoot advisory board.

    Community heritage buildings

    We are developing a training programme for communities on managing their older buildings for energy efficiency and comfort. We’ll be working with experts on traditional buildings to create training on topics such as traditional skills, ventilation and damp, building capacity and skills within communities.

    Following on from that, we will also be able to offer more in-depth support to a few communities on practical works and improvements to community buildings.

    This new role at CAfS will be responsible for strategic financial management, working alongside our Trustees and CEO – an important member of our new senior management team. You’ll also oversee day-to-day resources management with the help of the CAfS administration and finance team, which you’ll manage, working alongside specialist HR and IT contractors. As an experienced business and finance manager, you’ll set and monitor budgets and oversee day-to-day financial management. Your advice, guidance and financial reports will inform the development and delivery of our strategy and business plan. You’ll also help CAfS to fulfil its legal and regulatory requirements.

    You’ll join us at an exciting time. The climate crisis has led to ever-increasing demand for our skills and experience and we are restructuring to accommodate our rapid growth. Our staff team will soon have doubled in size since June 2020, and we are preparing to deliver the biggest climate change programme in the country with the support of a £2.5 million National Lottery grant. Now in our 22nd year, CAfS is the first point of reference in the county for information on sustainability. As such, we continually initiate, scrutinise, refine and launch new projects, accessing funding from a variety of sources or earning income from delivering specialist services.

    MAIN PURPOSE OF ROLE

    To work with Trustees and the CEO to ensure efficient and effective financial management, including setting and monitoring budgets, overseeing day-to-day financial management, and providing advice and guidance and financial reports, to inform the development and delivery of our strategy and business plan.

    To work with Trustees and staff to ensure CAfS fulfils its legal and regulatory requirements, including coordinating the implementation of health and safety, GDPR and other policies and procedures, and to lead on human resources support and oversee office management and IT. (Note that specialist HR advice and support and IT are provided to CAfS by external contractors.)

    The role manages the administration and finance team, and sits within the Senior Management Team.

    KEY AREAS OF RESPONSIBILITY

    • Ensuring the day-to-day financial and accounting operations are delivered.
    • Taking responsibility for budget planning, monitoring and review and year-end accounts process.
    • Supporting the development of CAfS’ strategy and business plan’ including providing financial projections and conducting risk analysis.
    • Ensuring effective day-to-day management of HR, IT, H&S and data protection.
    • Ensuring financial, HR and data protection policies and procedures comply with relevant legislation/regulations, reflect best practice and are applied throughout CAfS.

    MAIN TASKS

    Finance

    • Responsible for annual budget setting and 6-monthly review and cashflow forecasting.
    • Prepare quarterly reports to Board, yearly or six-monthly projections and analysis, and ad hoc reports as necessary.
    • Preparation of year-end accounts.
    • Manage the internal finance and accounting systems and databases.
    • Oversee delivery of payroll.
    • Ensure appropriate levels of financial authorisation are in place and followed.
    • Ensure compliance with HMRC, including monitoring VAT threshold, tax and gift aid, and undertake necessary returns.
    • Ensure compliance with State Aid rules.
    • Commission specialist VAT and other financial advice as required.
    • Support the Trustees and CEO with financial forecasting/planning, and allocation and funding of staff and other resources.
    • Support staff with preparing and managing project budgets with the aim of ensuring full-cost recovery.

    HR

    • Develop appropriate staff, trustee and volunteer recruitment, induction and retention policies and processes, including performance management.
    • Support and encourage staff, trustee and volunteer training.
    • Ensure all staff have up-to-date contracts and other HR documentation.
    • Regular (minimum annually) review of staff handbook.
    • Development and implementation of employee satisfaction survey.
    • Manage specialist HR contract and commission additional advice as required.
    • Support CEO to deliver their responsibility to ensure staff wellbeing.

    Effective Organisational Administration

    • Oversee policy and procedure development and implementation, including safeguarding, data protection, H&S, complaints, etc.

    Essential skills and attributes

    • Experience of management accounting, including analysis and commentary.

    • Experience of working with and co-ordinating expenditure across multi-project budgets.
    • Knowledge of financial regulations, including VAT, and accounting processes.

    The Ashden Awards are nationally acknowledged as THE awards for meaningful climate change activity in the UK. As communication on climate change becomes ever more important, Ashden is launching a new category for citizen engagement. CAfS was delighted to be invited to help the awards team to develop the criteria and assessment for this new category, with Phil Davies taking up the challenge.

    “If our 20 years of experience in tackling the causes of climate change has shown us anything, it’s that different people get involved in climate actions for different reasons and in different ways,” Phil said. “We certainly don’t have all the answers, but it was exciting to be able to share our insights to help develop the award. We’ve seen first hand how vital it is to approach any individual or community from their starting point and perspective, trying to understand their hopes and fears, and the problem they’re trying to solve. We know that being positive counts, that addressing the present is important, relating to the local and giving people ownership of their decisions.”

    We hope the award goes on to inspire and motivate even better engagement on climate change with communities across the UK, sharing successes to help us all improve by learning from each other. (Perhaps we’ll even enter it ourselves in the future!) The new award goes live on 6 January 2021.

    Many families are facing a difficult winter ahead with increased hardship, a new report shows. Higher energy use resulting from having to stay at home for longer and a huge reduction in income have produced a toxic combination, researchers at Sheffield Hallam University have found.

    In Cumbria, adding our already problematic leaky housing stock to the equation, the evidence is that the risk will be heightened for vulnerable groups who will have to make a heat or eat choice this winter. This combines to produce a bleak forecast of the next few months for many residents.

    The report Stuck at home in a cold home: the implications of Covid-19 for the fuel poor states that the risks to health associated with a cold home are well known but adding in the threat of Covid-19 (which also attacks the respiratory system) could prove lethal to many and cause a surge in hospital admissions. This, in turn, puts more strain on an already over stretched NHS.

    The charity Cumbria Action for Sustainability (CAfS), which offers a free energy advice scheme called Cold to Cosy Homes Cumbria, is expecting a higher-than-normal demand this winter, as more people than ever feel the squeeze and struggle to afford measures to keep their home warm on their income.

    Kim Kimberlee-Smith from Cold to Cosy Homes Cumbria said: “We’re heading into a worrying time for a lot of people who are struggling with cold homes and high energy bills, but we can help. Now is the time to get in touch with us, so we can help before the winter really bites.”

    The service offers free, clear advice and practical help from a qualified energy advisor and is available across the whole of Cumbria to anyone who meets the broad criteria, but capacity is limited and people are encouraged to apply now.

    This includes guidance on heating, damp and ventilation, energy tariffs, adopting energy-saving behaviours and equipment, such as LED bulbs, radiator reflectors and draught excluders, which can be provided at no extra cost. The service also offers referrals for professionally installed draught proofing, smart meters, thermostats, boiler repairs, replacement white goods and other local services that could help save energy.

    There’s also help available for the wider schemes in the county, such as installing insulation or first-time central heating. Along with keeping homes greener, these services save Cumbrian households money and could help to alleviate some of the stress of the wintery months.

    This year, due to the Covid-19 restrictions, Cold to Cosy Homes advice is being given over the telephone rather than through home visits, so anyone that feels they could use the support to warm up their home and free it from draughts should get in touch. Draughtproofing installations may be going ahead soon using a strict risk assessment.

    This month marked the completion of two more installations of electric vehicle (EV) chargepoints which are now live and fully operational. Just in time for Cumbria to drop down into Tier 2 as well. Don’t ever say we don’t time things well.

    The first is our collaboration with Dalston Parish council for a chargepoint and lighting installation in the Kingsway car park near the village centre. The site consists of two charging sockets along with a lamppost to make sure that night-time travellers can find it quickly and easily. Not bad for partnership in which no money changed hands.

    It’s a fantastic location for the Charge My Street project as, with the number of amenities available in Dalston, EV drivers are unlikely to be stuck for something to do while they charge.

    Whether they pick up some groceries at the Co-op, a takeaway from Crumbs or the Fryery or even pop into the pub for a cordial, the location offers plenty of decent alternatives to sitting in the drivers seat and staring at Facebook on a smartphone.

    The second location that can expect EV drivers to begin to visit is Aspatria where Charge My Street has fixed two charging sockets to the exterior wall of the masonic lodge. Located just off the main road and round the corner from the school and a supermarket, this provides options for people heading out shopping or on the school run (activities that a recent survey found make up around 20% and 6% respectively of all car journeys in the North West).

    Both of these new locations in Charge My Street’s portfolio represent further steps driving Cumbria forward to the EV future. After the government announced it was, yet again, bringing forward its ban on petrol and diesel cars (this time to to 2030), it’s all the more important that this happens sharpish.

    We are looking for a highly skilled and experienced communications professional to lead and deliver communications to support the five-year Zero Carbon Cumbria project, funded by the National Lottery’s Climate Action Fund. This forms part of the most extensive programme of action on climate change ever seen in the county, led by the Zero Carbon Cumbria Partnership.

    You’ll work at a highly strategic level, setting the communications strategy for the programme, advising and influencing people from the 70 diverse organisations that are part of the Partnership, and coordinating their communications activities.     CAfS Job Description – Communications Manager Zero Carbon Cumbria

    EMPLOYER:  Cumbria Action for Sustainability (CAfS).

    LOCATION: Eden Rural Foyer, Old London Road, Penrith, CA11 8ET with travel to meetings and events in other Cumbria locations, when Covid-19 restrictions allow. Homeworking beyond Covid-19 is possible by agreement.

    REPORTS TO: Project Manager Zero Carbon Cumbria.

    HOURS: 22.5 hours a week (3 days) for first 4 years, reducing to 15 hours a week (2 days) for year 5, with potential to extend or increase hours subject to additional funding. Flexible working hours.

    SALARY RANGE: £24,000 – £29,000 per annum full-time equivalent depending on skills and experience.

    DURATION: Fixed-term contract starting as soon as possible, to end of December 2025.

    BACKGROUND TO THE ZERO CARBON CUMBRIA PROJECT:

    Cumbria Action for Sustainability is co-chair of the Zero Carbon Cumbria Partnership (ZCCP), which involves nearly 70 organisations spanning the public, private and third sectors with the aim of delivering a coordinated partnership emission reduction programme to bring about a zero-carbon Cumbria.

    CAfS has been awarded £2.5 million from the National Lottery’s Climate Action Fund, on behalf of the wider partnership, for the five-year Zero Carbon Cumbria project. Eleven of the organisations in the ZCCP will be involved in directly delivering elements of the Lottery-funded project and the whole partnership will be involved in wider decarbonisation programmes in order to reach the county’s zero-carbon goal. People who live, work and study in Cumbria will be able to take advantage of a whole range of opportunities to cut their own carbon footprint and that of their communities, playing their part in global actions to stop climate change.

    The project, which sits within the wider Zero Carbon Cumbria programme, will tackle some of the main sources of carbon emissions in Cumbria, with a particular focus on food, energy generation and the goods we buy. The sub projects have been devised by a range of community organisations and chosen because of their wide benefits to local communities.     MAIN PURPOSE OF ROLE:

    The postholder will be responsible for developing, leading and delivering the communications strategy for the Zero Carbon Cumbria programme, and managing communications for the projects that CAfS will deliver as part of the programme. The postholder will work at a strategic level, advising and influencing senior decision-makers and representatives from the diverse organisations in the Partnership, to gain buy-in for and participation in effective communications approaches. The postholder will also work at a tactical level, planning and delivering communications activities and collateral, working closely with the Zero Carbon Cumbria staff team based across several organisations.

    KEY AREAS OF RESPONSIBILITY:

    • Develop and implement the communications strategy to support the delivery of the Zero Carbon Cumbria programme. Ensure this complements the CAfS organisational and communications strategies, factoring in the continued legacy of these communications beyond the five years of the programme.
    • Deliver communications that engage, inspire and motivate people and organisations from all walks of life in Cumbria to play their full part in achieving the vision of a zero-carbon county, using communications to drive action, participation and behaviour change.
    • Develop and manage a brand for Zero Carbon Cumbria.
    • Manage the programme communications budget.
    • Advise the Partnership (including delivery partners) on best practice across the full range of communications disciplines – from media relations and social media to advertising, branding and planning. Disseminate good practice by partners throughout the Partnership.
    • Develop and implement communications strategies to support the delivery of projects run by CAfS as part of the Zero Carbon Cumbria programme.
    • Support the 11 delivery partners who are undertaking projects as part of the Zero Carbon Cumbria programme to develop effective marketing plans that align with the communications strategies for the programme and their own organisation, ensuring compatibility and consistency throughout all programme communications.
    • Support community sustainability groups to develop communications skills.
    • Ensure that communications across the Zero Carbon Cumbria programme as a whole increase reach, broaden and deepen engagement, communicate learning and maximise impact, ensuring that project communications add up to more than the sum of their parts and helping to create a lasting legacy for the programme.
    • Contribute to the development and implementation of effective internal communications mechanisms between partners, working alongside other members of the ZCC staff team.
    • Develop and maximise impact from offers of in-kind support from comms teams within partner organisations.
    • Establish strong working relationships with key media partners and influencers to secure positive coverage of the Partnership’s work towards a zero-carbon Cumbria.
    • Contribute to building effective working relationships within the new project staff team, who are based across several organisations, including the Partnership Manager, Zero Carbon Cumbria Project Manager , Local Authority Climate Officer and Carbon Monitoring Officer, in order to support delivery of the communications strategy.
    • Monitor and evaluate communications impacts and outcomes, reporting quarterly to the Zero Carbon Cumbria Project Manager, including periodic reviews of programme communications by delivery partners, and actively use learning outcomes to continuously improve communications.
    • Ensure all communications are compliant with relevant regulations such as GDPR and other data protection and security rules, media law and advertising regulations.

    MAIN TASKS:

    • Develop a creative and engaging communications strategy to support the delivery of the five-year Zero Carbon Cumbria programme, in consultation with key partners.
    • Work in partnership with the CAfS Marketing & Communications Manager to ensure the Zero Carbon Cumbria communications strategy complements the CAfS communications strategy.
    • Carry out audience research as needed to inform the overall communications strategy for the programme as well as individual action plans within it.
    • Develop a Zero Carbon Cumbria brand, working with graphic designers and others as needed. Create brand guidelines for others to follow and a suite of associated resources such as logos and other text and graphical elements to be used by the partners, ensuring it is understood and consistently applied in programme communications by all partners.
    • Ensure that use of partner branding complies with their guidelines.
    • Ensure all communications associated with the aspects of the Zero Carbon Cumbria programme that are funded by the National Lottery Climate Action Fund are in line with the Lottery’s guidelines for acknowledgement of funding.
    • Agree and implement with partners an effective process for sign-off of communications approaches and materials.
    • Profile and manage the communications budgets across the five years of the programme, including communications budgets for individual projects by CAfS.
    • Create and implement communications strategies and action plans for individual projects by CAfS as part of the Zero Carbon Cumbria programme, liaising with project managers.
    • Build an effective communications network within the Partnership, identifying communications leads for each organisation, and expand communications capacity and resources by seeking support from comms teams within partner organisations.
    • Coordinate communications on the overall Zero Carbon Cumbria programme by Partnership members, including creating and providing messaging and collateral for their use when needed.
    • Develop a social media plan as part of the overall Zero Carbon Cumbria communications strategy and manage social media channels for the programme. Liaise with the CAfS Marketing & Communications Manager to ensure content on the ZCC and CAfS channels are complementary. Provide content to partners for use on their social media channels.
    • Create and manage new communications mechanisms and channels as needed.
    • Attend project meetings to provide communications advice, updates and guidance.
    • Write, produce, source and distribute content for media use and digital channels, including press releases, case studies and photography.
    • Manage requests for media interviews, coordinating with interviewees from partner organisations.
    • Respond to National Lottery media and communications requests relating to Climate Action Fund projects.
    • Develop and manage a website or other suitable online presence(s) for the Zero Carbon Cumbria programme and the wider work of the Partnership.
    • Produce and supply content tailored for the websites and newsletters of partners and other organisations.
    • Create communications collateral as needed for online, print and in-person use, liaising with designers or other contractors as required, such as written content, presentations, promotional flyers, ads, posters, fact sheets, case studies, display materials, graphics, video and audio resources. Ensure all communications materials meet relevant accessibility standards.
    • Arrange and manage advertising across online and print channels.
    • Assist in the organisation, administration, promotion and delivery of events and other engagement activities, both online and in person.
    • Establish mechanisms for regularly evaluating the success and impact of communications activities and the communications strategy overall, in conjunction with partners, using this information to improve communications in an ongoing way.     Essential skills and attributes:

    • Experience of managing public relations, with the ability to plan for, create and react to media opportunities and attract free and influential coverage.
